All-Russian Non-Commercial Organization “Association of Lawyers of Russia” is a membership-based voluntary and self-regulatory public association established at the initiative of citizens united by community of interests in order to achieve general objectives, and is a largest non-commercial association of practicing lawyers, scientists, public and private figures.
The activity of Association of Lawyers of Russia as an all-Russian Non-Commercial union of legal community shall be performed on the basis of principles of equal rights of its members, of legality, transparency, voluntariness, and self-regulation and oriented to consolidate the legal community to participate in formation of a democratic society and in development of legal state institutions.
Background
All-Russian Non-Commercial Organization “Association of Lawyers of Russia” was formed as a result of merger of the Russian Union of Lawyers and the Union of Lawyers of Russia.
In early April of 2005 there was a meeting of Sergey V. Stepashin, the President of the Russian Union of Lawyers and the Chairman of the Russian Accounts Chamber, Veniamin F. Yakovlev, Legal Adviser to the President of the Russian Federation, Yury Y. Chaika, Minister of Justice of the Russian Federation and President of the Union of Lawyers of Russia, and Oleg E. Kutafin, Rector of Moscow State Law Academy and Academician of the Russian Academy of Sciences, where it was decided to start a merger of two unions into a single association. Upon completion of the meeting the aforementioned persons signed a joint letter addressed to the Head of State, where they stated the necessity and purposes of the association.
Upon completion of the meeting the President of the Russian Union of Lawyers Sergey V. Stepashin met the President of the Russian Federation Vladimir V. Putin, where the Head of State approved the suggestion about the merger of these associations and encharged the Head of the Executive Office of the Russian President Dmitry A. Medvedev to launch this initiative.
On June 27 the meeting of the Steering Committee was held in the Russian Accounts Chamber, where it was decided to establish the All-Russian Non-Commercial Organization “Association of Lawyers of Russia”.
On December 22, 2005 in the Pillar Hall of the House of Unions there was a founding congress of the All-Russian Non-Commercial Organization “Association of Lawyers of Russia”, where participated representatives of all the constituent regions of the Russian Federation, all in all - 725 participants. At the Congress it was decided to establish the All-Russian Non-Commercial Organization “Association of Lawyers of Russia”, were approved main areas of activity and the Charter of the Association.
